Illinois – Bradley Smith has been named chief of enterprise application services for the Illinois Department of Innovation and Technology. He brings deep expertise in statewide application management, complex technology operations and cross-agency service delivery. In this role, Smith will guide enterprise application strategy, strengthen digital service performance and ensure agencies have stable, modern systems that support mission-critical work.

Virginia – Dr. Kim Eagle has been selected as town manager for Christiansburg. She brings extensive experience in municipal operations, organizational leadership and long-range community planning. As town manager, Dr. Eagle will oversee daily operations across all departments, guide infrastructure and capital planning efforts and advance service improvements for residents and businesses. 

Arizona – Erik Guderian has been announced as the next director for the city of Mesa's Department of Transportation. Guderian brings more than 20 years of transportation engineering and planning experience. Serving the department for over a decade, he will step into a leadership role with the department, overseeing strategic initiatives and community engagement efforts.

California – Roger Sung has been named human resources director for the city of South Pasadena. He brings more than 17 years of public-sector HR experience, including expertise in labor relations, workforce planning and employee engagement. As HR director, Sung will lead recruitment, organizational development and policy administration to support an efficient, service-focused city workforce.

Louisiana – Kristi App has been named chief commercial officer for the Port of New Orleans. App brings more than two decades of experience in international trade, transportation and global logistics, along with a strong vision for expanding the Port’s commercial portfolio. In her new role, she will lead commercial strategy across cargo, cruise and real estate and help advance major initiatives, such as the Louisiana International Terminal.

Michigan – Benjamin Marentette has been appointed permanent city manager for Traverse City. He brings strong operational experience and a clear commitment to advancing community priorities. As city manager, Marentette will guide citywide administration, support long-term planning and lead initiatives that strengthen municipal operations. He has served as interim city manager since July. After earning positive performance assessments, city leadership approved his transition into the position permanently.

Massachusetts – Tom Caputo has been appointed chief information officer for the Massachusetts Executive Office of Economic Development. Caputo brings a strong record of technology leadership, product innovation and data-driven decision-making. Most recently, he served as chief product officer for an online automotive marketplace, where he built an insight-driven platform connecting consumers with dealerships.

Arkansas – Robert “Ro” Arrington has been selected as president of the Arkansas Development Finance Authority (ADFA). As president, he will lead ADFA’s programs supporting housing, infrastructure and business growth while maintaining the strong operational foundation already in place. He has served as ADFA’s interim president since August 2025 and previously held several leadership roles, including Vice President of Homeownership and Public Finance.
