Wisconsin - Andrew Morelan has been appointed as the next city administrator for the city of Whitehall. Morelan will join Whitehall after eight years of service in the U.S. Army Special Operations Civil Affairs unit. As city administrator, Morelan will draw on his experience leading complex operations and emergency management to support city functions and advance community priorities.

Florida - Michael McGlothlin has been unanimously selected as the next city manager in Palm Coast. McGlothlin brings extensive municipal leadership experience and a strong operational background. He most recently served as town administrator for Redington Shores and previously held roles as city administrator and police chief in Oregon.

Ohio - Brandon Rudd has been appointed deputy director of the department of community and economic development for Cincinnati. Rudd, who has identified economic development and housing affordability as core passions, most recently led data strategy as the director of a research and data center.

Virginia - Dan Alexander has been appointed as the next city manager for the city of Fairfax. Alexander currently serves as deputy county executive for Prince William County, where he oversees fifteen public safety and community services agencies. As city manager, he will implement policies set by the mayor and city council and provide management and administrative support to more than 600 employees.

Illinois - Andrew Martin has been promoted to deputy chief technology officer for the Illinois Department of Innovation and Technology (DoIT). He brings extensive technology leadership experience, including serving as director of IT operations for a major medical group in Central Illinois and director of information services for a global publisher of juvenile books.

California - Tina Kappor has been unanimously appointed as the new city manager for Cupertino. The city council first selected her as interim city manager in May. Kapoor has nearly 25 years of local government experience and is recognized for her collaborative leadership, creativity and community-focused problem-solving.

Arizona - Ginger Spencer has been appointed as the new assistant city manager for the city of Phoenix. Spencer brings nearly three decades of leadership to the role, having served the city for 28 years in multiple executive positions. As assistant city manager, she looks forward to working with staff and community partners to build a stronger, more inclusive Phoenix.

Main - Nick Cloutier has been selected as the city manager for Waterville. Cloutier currently serves as Scarborough’s tax assessor and director of special projects, where he oversees property tax assessments and major improvement initiatives. A Waterville native, he has expressed a long-term commitment to serving his hometown and working with residents and partners to support continued growth. Cloutier is scheduled to begin his new role on Jan. 5.
