National - Alan Fuller has been named vice president of the National Association of State Chief Information Officers (NASCIO). Fuller, who serves as chief information officer for Utah, has more than twenty years of experience in senior IT and product management roles. Fuller will advance initiatives to strengthen cybersecurity, modernize enterprise systems and enhance identity management across state governments. 

Nevada - Kate Thomas has been unanimously selected as county manager for Washoe County. She joined the county in 2017 as assistant county manager and was appointed interim county manager in June. Thomas will continue serving in the interim capacity until her contract is finalized. 

North Carolina - Shane Fox has been appointed county manager for Caldwell County. He has extensive experience in regional collaboration and financial management. A native of Caldwell County, Fox has expressed his eagerness to serve and lead the community that raised him. 

Florida - Percy Saylesh has been appointed deputy county administrator for Flagler County. Sayles previously served as deputy fire chief for Flagler County Fire Rescue, where he demonstrated steady leadership and operational excellence. As deputy county administrator, he seeks to continue the county’s legacy of service to residents. 

Utah - Brad L. Mortensen has been unanimously selected as the next president of Utah State University (USU). Previously, he served as president of Weber State University, where he led the school to multiple recognitions for strong returns on investment for graduates. With more than two decades in higher education and as a USU alumnus, Mortensen has expressed his commitment to advancing the university’s impact. 

Virginia - Melanie Zipp has been appointed acting city manager for the city of Fairfax. Zipp joined Fairfax in 2004 as city clerk, was promoted to chief of staff in 2019, and became assistant city manager in 2024. She will assume her new role on Nov. 1. 

Florida - Kathy DeVault has been appointed deputy chief of staff for the city of Orlando. She previously served as director of strategic partnerships, developing and implementing projects on behalf of the Mayor. As deputy chief of staff, DeVault will oversee the city clerk’s office and the senior advisor on homelessness and social services while continuing to lead collaborations that advance city priorities. 

California- G. Harold Duffery has been appointed city manager of Brentwood. He most recently served as assistant city administrator in Oakland and previously as chief executive officer for the cities of Grand Terrace, Compton and Oroville. Duffey has cited integrity and transparency as his guiding principles and aims to ensure city staff provide council members with the information they need to make well-informed decisions.
